Senators Durbin and Daines Propose $2.5 Billion Investment in Quantum Information Science

U.S. Senators Dick Durbin (D-IL) and Steve Daines (R-MT) have introduced the Department of Energy Quantum Leadership Act of 2025, a bipartisan bill aiming to enhance the United States’ investment in quantum information science and research through the Department of Energy (DOE). The proposed legislation seeks to authorize more than $2.5 billion over the next five years to advance quantum science, engineering, and technology.

Key Highlights:

  • Reauthorization and Expansion – The act proposes to reauthorize and expand DOE’s research and development activities in quantum information science through 2030.
  • Building on Existing Infrastructure – It aims to build upon the foundational work of DOE’s five National Research Centers, including Illinois’ Fermilab and Argonne National Labs.
  • Addressing Supply Chain Challenges – The legislation directs DOE to study and address quantum supply chain challenges and reduce barriers to commercialization.
  • Enhancing Coordination – It seeks to increase interagency and industry coordination to foster a collaborative approach to quantum research.
  • Workforce Development – The act proposes establishing new programs to support the workforce demands of the growing quantum research and development ecosystem.

Senator Durbin emphasized Illinois’ readiness to become a global hub for quantum computing, highlighting the state’s top-tier universities and national labs. Senator Daines underscored the importance of investing in research and development to maintain America’s leadership in science and technology.

The legislation has garnered support from various stakeholders, including PsiQuantum’s co-founder and CEO, Professor Jeremy O’Brien, who noted the critical role of DOE in advancing quantum technologies essential for economic competitiveness and national security.
